(Even ignorant humans can at least have an intelligent conversation and provide some level of sympathy and assistance to progress a customer’s issue.)

Service agents can typically only handle 2 or 3 simultaneous conversations, and it is better not to offer live assistance when the capacity isn’t there to handle it properly. Chat bots as you say can be there 24/7 and handle large numbers of concurrent conversations, but great care is needed to ensure the quality of the conversation to avoid user frustration; and if the bot is in difficultly it must offer an appropriate means for human assistant to take over. A Chat bot feigning empathy will only server to annoy the user if it doesn’t actually do something to help.
